A Ten Storey Hotel Started This Whole Rule
President Sukarno's government built the Bali Beach Hotel between 1963 and 1966, ten storeys tall, opening on 1 November 1966 as Bali's first international five star property, per Epicure Asia. Its height, an outlier against a low rise island, prompted a French consultant's recommendation.
That recommendation became Surat Keputusan Gubernur Bali No. 13/Perbang 1614/II/a/1971 in November 1971, the origin of the 15 metre building height rule that still applies across Bali today, per Paras Paras. Denpasar City Sets Its Own Zoning Rules
Every other coastal site in this research answers to a Badung or Tabanan regency. This one does not. It sits inside Kota Denpasar, governed by Peraturan Daerah Kota Denpasar Nomor 8 Tahun 2021, the citywide spatial plan running to 2041.
Detailed RDTR zoning and Peraturan Walikota instruments apply per kecamatan on top of that plan, and DPMPTSP Kota Denpasar issues the PBG building permit any new villa needs. That structure has one real advantage: Denpasar is reported at 100% RDTR coverage, parcel level zoning available across the whole city, per BaliPropertyRules, unlike several other Bali regencies where large stretches of land still sit outside any detailed map.
What Pink Yellow And Green Actually Cover
A block's zone gets called pink, yellow or green by agents, and none of those three colour words shows up anywhere in the Perda's own text. Mapped to Perda Provinsi Bali Nomor 2 Tahun 2023, pink covers Pasal 95 tourism zoning where a villa rental business is explicitly allowed, yellow covers Pasal 96 residential zoning where a private villa is fine but daily letting is not automatic, and green covers Pasal 90 agricultural and protected land where building is prohibited outright.
Magnum Estate flags yellow as the safer legal route on paper for a foreign investor putting up a villa or small complex here. Pink still carries the licensing edge if nightly rental is the plan from day one.
A Green Corridor Was Sealed In September 2025
On 25 September 2025, Denpasar's Satpol PP shut down a project after it crossed into jalur hijau, the city's green corridor designation, an action reported by Bali Post as part of ongoing enforcement here.
One sealed project will not tell you what happens to yours, but it confirms the green designation gets enforced here, not just written down.
The Coastline Carries Two Layers Of Protection
Measured from the highest tide line, this coastline's setback extends 100 metres inland, and RDTR rules reserve about 70% of a parcel inside that band for a protective function, per TaruBali.
A second, newer law sits on top of that buffer:
- Peraturan Daerah Provinsi Bali Nomor 3 Tahun 2026, effective 4 March 2026, declares Bali's beaches public space.
- It bans any business from blocking customary, social or economic use of the coast.
- Breaching it risks a written warning, suspended activity, closure, a cancelled permit, or demolition and restoration of the site, per Kilas Bali.

Reading that map correctly for a one-off purchase takes more than a street name:

- Whether the 100 metre coastal buffer or the green corridor rule applies to that specific block.
- The PBG process confirmed for your intended use before you sign anything.
