Buying in Sanur From Overseas

Plenty of Sanur's own long-stay buyers, the retirees and remote workers this strip is known for, never touch down here before the purchase closes. A remote buyer still walks through every step a local one does; a notary simply stands in at the signing table on their behalf.

The Signature Is the Only Thing That Moves

Lawzana's outline of the standard process starts before any signature: settling on Hak Sewa, Hak Pakai on a qualifying KITAS, or a PT PMA on HGB, because your eligibility narrows the field before price does. From there an independent PPAT runs the title and zoning work, a PPJB gets signed, payment tracks an agreed milestone schedule, and the deed itself closes at the PPAT's office.

Being physically present for that closing is optional, not required. Sevenstones Indonesia confirms a notarised power of attorney is the standard tool letting a stand-in complete the signature while you handle everything else remotely.

The Person Checking Your Title Works for You

Somebody has to confirm the seller's certificate is clean before any money changes hands, and that job belongs to your PPAT, not theirs.

Sevenstones Indonesia sets out what that check actually covers: matching the certificate to BPN's own land records, hunting for a lien or a dispute sitting quietly on the parcel, and confirming the person signing actually has the right to sell. Accepting a notary the listing agent suggests hands that whole check to someone with an interest in the deal closing, not in protecting you.

Escrow Is Negotiated, a Milestone Schedule Is Standard

An off-plan build is not paid for in one transfer. Money moves against agreed construction milestones instead, with the balance settling at handover, so build that staged schedule into your budget rather than a single wire date.

Escrow works differently to what a buyer from a Western market might expect. Paradyse Homes is clear that it sits outside Indonesian property law entirely, a private arrangement lawyers write into a deal only when someone asks for it, not a default protection that comes with every sale.

On timing: Kingswood Bali Villas puts a smaller off-plan villa at 10 to 12 months, a larger or more complex build at 9 to 18 months, with the biggest projects running as long as 24. Plan your budget around the slower end of that range.

Zoning Gets Checked Before You Commit, Not After

Nobody buying from a distance can pace out a boundary line themselves, which is exactly why the zoning letter carries more weight here, not less.

Bali Post's report on Denpasar's Satpol PP sealing a project inside a protected green corridor in September 2025 is the cautionary example: nobody caught it from an armchair, and neither will you without the same check run on your own block.

Get that check done before you wire a deposit:

The Nominee Route Still Has No Safe Version

Some sellers still float a nominee arrangement, an Indonesian citizen's name on the Hak Milik certificate, holding it for you informally. UUPA Article 26(2) rules it out directly, Bali's own Perda Provinsi Bali Nomor 4 Tahun 2026 bans it at the provincial level, and Indonesia's Supreme Court already directs courts under SEMA 10/2020 to void agreements built this way, with the land itself exposed to reverting to the state.

Whatever a seller calls it, that structure carries the same risk a stranger's name on your own title would.

Paperwork You Should See Before You Wire Anything

We will send the deeds, the zoning confirmation and the build specification before you pay anything. Get your own notary to read them. We will point you at people we have used and we do not take referral fees for it.

General information, current September 2026. Not legal, tax or investment advice.

Regulations, tax treatment and capital requirements have changed repeatedly through 2025 and 2026. Take advice from a qualified Indonesian notary, an independent lawyer and your own tax adviser before committing funds.

Frequently Asked Questions About Buying From Overseas

Do I Have to Travel to Bali to Buy in Sanur?

No. Sevenstones Indonesia confirms a notarised power of attorney covers the signing itself; everything before it, the title search, the zoning read and the negotiation, can already happen without you on the island.

Who Checks the Title Before I Pay Anything?

Your own PPAT, never the seller's. That professional runs the certificate against BPN's own records, flags any lien or dispute sitting on it, and confirms the seller is actually entitled to sell, per Sevenstones Indonesia.

Is an Escrow Account Required for a Bali Purchase?

No. Paradyse Homes describes escrow here as something lawyers negotiate case by case, not a legal requirement, so it only exists in your deal if you specifically ask your side to build it in.

How Long Does an Off-Plan Villa Take to Build?

Kingswood Bali Villas puts a smaller off-plan villa at 10 to 12 months, while a bigger or more complex project usually runs 9 to 18 months, and the largest builds can stretch out to 24.

Can I Use a Nominee to Buy Freehold in Sanur?

No. That structure breaches UUPA Article 26(2) and Bali's own Perda Provinsi Bali Nomor 4 Tahun 2026, and SEMA 10/2020 already has Indonesia's courts treating such deals as void. There is no version of it that holds up.

Do I Need an Indonesian Bank Account to Buy Property?

Not strictly, though it helps once you own something here. Cekindo notes a passport plus a KITAS or KITAP usually clears the door, with an NPWP typically demanded once a transfer crosses a certain size.
